There are other issues to be considered:

1- The vote is open (in other words, when one votes, all the members listen)
2- The countries vote one at a time. This is important because if you are 
the last country to vote, you may be the one that decides the matter and 
this responsability may change your vote.
3- The chair calls the order to vote, and it is always the last one to vote.
